Patent Pending PROBLEM TO BE SOLVED: To shorten the waveguide loss estimation time of an optical waveguide for shortening the depelopment process of the optical waveguide. ; SOLUTION: The estimation time is shortened, by simultaneously manufacturing optical waveguides having different lengths, and using an optical fiber array having the same interval and the same cut angle as those of the optical waveguide.
