Setting up a startup in either London or Berlin

We are an 'early-stage' fintech startup and are looking to incorporate to secure an initial funding round. As we are a small but multinational team, we are not really tied to one specific location. As London and Berlin seem to be very good places in terms of available funding and software engineering talent, we would like to know what would speak for or against either location from a legal/tax point of view. In your experience, do you usually advice pro or contra any location?
