We are an IT security startup based in London. We would like to relocate our business to California, where most of our early customers are. As a limited company, do we need to re-incorporate in the States? What are other steps to take? Thank you!

You could open a branch office, which means you don't need to reincorporate. Just have an individual living here (not so cheap, BTW). Or you could register a company with the state ($800 per year), and you will need to have a business license in the city where you actually have your company. I'm not sure if all cities charge the same, but I paid just over $100 the first year, and $20 or so the following years. You could also consider moving to a nearby state if you don't have to meet your customers daily. Arizona generally has lower costs, and it is cheap and easy to get to California.
