Is it necessary to provide legal information in German and according to German legal requirements if we run an online shop based in Germany, but mainly ship to foreign countries? We currently have virtually no German customers, but mainly provide services to French, Belgian and Dutch companies.

To protect the rights of the consumer, the supply of goods or services to a person is covered by special provisions, according to the principle of the protection of the weaker party. Such contracts are governed by the law of the country in which the consumer has his habitual residence. If your business is based in Germany you need to provide legal information according to German legal requirements. They need to be in German as long as you are selling to German consumers. If you are not selling to consumers, you are fine with information in English.
