Yes. If you are not represented by an attorney/agent registered to practice before the USPTO, and you were the one to have filed the application, the USPTO will communicate directly with you as a pro se inventor.

Steve is spot on, they will communicate with you via postal, albeit using the 'cheap' system (no priority mail, etc.). I don't know about Israel's postal, but if you were a ProSe in the Dominican or Argentina (i.e. Postal Services between non-existent and incompetent), I'd urge you to get the electronic notification.
