Over the years, Bill has prepared and prosecuted over 1500 patent applications in the technical areas of semiconductor devices, electronics, software and Internet technologies, as well as medical devices, mechanical inventions for energy and other industries, and aerospace technologies. His patents have been deemed critical to clients receiving venture investments, winning government contracts, and achieving either lucrative settlement agreements or decisions of others infringing their patents.
He holds a B.S. in theoretical mathematics from Rhodes College (With Distinction) and national alumni executive board. Mr. Hulsey is a graduate of the U.S. Navy’s nuclear program, widely acknowledged as the most demanding academic program in the U.S. military.
He attained the rank of Lieutenant Commander in the U.S. Navy Submarine Force and served as an Engineering Duty Officer (Cmdg Officer; SubBase Pearl Harbor Engineering Unit). Bill worked as a Scientific & Technical Intel Analyst for the U.S. Army (active Secret Sec. Clearance).
Bill holds a J.D. from the Vanderbilt School of Law (Order of the Coif ; Sr. Mng Editor-Vanderbilt Law Review).
Bill also has a M.A. in economics from the Univ. of Virginia, studying factors for growing technology centers, such as Austin, TX and Silicon Valley, CA.

He serves as a Global Fellow of the IC2 (Innovation, Creativity & Capital) Institute of the University of Texas at Austin.
