Anti-counterfeit measures at the border?

Question

Sometimes we suspect competing products to be counterfeits of our own. How can we protect against counterfeit products before they enter the domestic market in Japan? Can we do the same for competitor's products who export counterfeits to the U.S., one of our main overseas markets?
