For our 0.8-1M seed round, how many angel investors should we add? Does the advantage of having more network/experience etc. outweigh the costs? Is there a way to consolidate the additional legal fees and procedures?

How many angels on a pin? usually angels when they have a group will form a syndicate with one lead investor representing the entire group. Unless gap in time or different areas in which case they may want separate representation. The question i put to you is whether you want a wife or a harem trying to keep everyone satisfied.
