When should we hire an in-house lawyer?

Question

What are the criteria that we should think about when deciding on this? All startups need legal advice in the beginning, but an in-house lawyer would not be considered efficient. In your experience, when does this change? Realistically, should a startup generally just rely on external counsel and hope that the mountain of legal work will never be so high as to justify an internal hire -- at least while still being a startup?
