Question
I plan to create a European located startup providing worldwide membership. Members will pay an annual fee and in return -among other things- they will participate in a number of lotteries. The prize is 3rd party services provided to the winner and paid by the startup.
Winner selection algorithm is based on external events and eliminates fraud suspicions. There is no gambling or any other selection from the member.
Is it possible to use Paypal (or another payment system) for collecting the membership fees, since their policy is very strict about gambling, sweepstakes etc?
