Good evening

We are interested in setting up a development/liaison office of our company in Europe and we need legal and business advice.

For the location, we are considering Luxembourg, the UK, and Germany. In those countries we already have some established relationships with independent IT developers and potential clients/business partners. In terms of business formation, bureaucracy costs & cost of living, legal & business services, etc, what are the weak and strong points of those locations? Where would operation costs be lowest? Where can we best protect our IP?

We are a small company operating out of Tokyo. We develop software solutions that create top-speed, highly efficient software interfaces between smartphones and IoT Devices. At the new location we would hire some new staff for development and sales.

Luxembourg has reputation for being a good IP holding jurisdiction whereas UK has a more vibrant startup culture and the patent box regime. Operation costs comes down to talent and cost of hire. London has talent but because of financial sector, salaries are not cheap. Eastern europe develops with strong maths background are good but management could be issue. Protecting IP is a worldwide problem so doesn't matter which jurisdiction, you will encounter similar problems irregardless. Setting up a rep office is cheap and affordable until you get to know the local talent pool.
