do i need a license to solicit investment

2 questions scenarios.

Hi My name is saurav and i have 2 questions .

if i were to solicit investments from a investor on behalf of a
investment bank but i do not work for the bank but have a partner
ship agreement for every sale i made on there behalf do i or my
company needs a series 7/63 license to do this legally .

can i solicit investment from investor to buy bonds on the investors
behalf and manage the transaction with a b/d do i need to be licensed
.if no ?is there a workaround .

i know a investor and a bank who are looking for investor how can i
use this situation to win win on all sides can you draw a contract by
which we can do this ?

2nd question.

i have a client looking for home improvement licensed contractor and i
know one .

can i subcontract to provide service to the client without me or my
company having a license .

If you can help me work this 2 scenarios we can work on a fee
structure for us to work with.
