We are establishing a startup and I would like to know how to register our company logo as a trademark to not allow any company to use our logo anywhere, anytime? How do we do that?
The idea would be that we 1) have a clear idea of how much our trademark protection would cost each year, and 2) would not have to worry about somebody using our trademark in any country.

There is no World trademark protection available at this time. You need to register in each country of you want to be protected there, and protection, just mean that you will be able to sue the other company to infringement and have them stopped to use it.
The strategy that we use at Utopia Law firm is to register the trademark in USA, Europe and China, which is covering almost 2/3 of the economic world. It is not really important in fact to spend a lot of money to have a protection of your brand in a country where you have no market and no customers.
As said, we can register your trademark in any other country, you may want, but there is a cost for this, and beyond that, monitoring the use of your trademark in many countries has a cost.
To reply at your question as you asked for.
1) trademark is a protection for 10 years, and there is no annual fee, but a registration fee when you apply. For exemple, here at UTOPIA we are charging 999 USD for registering a trademark with research to avoid infringement on already trademark in use to country such as USA, Europe, and China.
2) The registration of your trademark is only giving you the right to sue someone using your logo in the country where you have previously registered it, nowhere else.
