We are establishing a startup and I would like to know how to register our company logo as a trademark to not allow any company to use our logo anywhere, anytime? How do we do that?
The idea would be that we 1) have a clear idea of how much our trademark protection would cost each year, and 2) would not have to worry about somebody using our trademark in any country.

Yes, you may start with the U.S. and then within six months file it in EU (through the EUIPO Convention), CN and I would also add IN and RU otherwise through the Madrid Agreement. In any case I suggest you to hire a Trademark Attorney who will better explain to you the trademark system and to whom you may confidentially expose your strategy.
